Paper details: DISCUSSION QUESTION: When Constantine became Emperor, he issued the Edict of Milan in 313 C.E., which ended the Diocletian persecutions and guaranteed freedom of religion to all Romans, whether they chose to worship the Christian god or the Roman gods. When Theodosius I became Emperor some years later, he also issued a proclamation (The Theodosian Code) addressing the practice of religion in the empire.
